StoP 4.0 – Districts without partner violence

From September 2024 to December 2025, the IKF conducted an evaluation of "StoP – Stadtteile ohne Partnergewalt" (Districts without Partner Violence). The evaluation aimed to assess the direct and indirect impacts of the StoP project across Austria. To this end, a combination of quantitative (questionnaires) and qualitative (group interviews) methods were employed. StoP coordinators from participating locations were involved in the data collection process to better engage with users of StoP services. This included distributing questionnaires to participants in workshops and training sessions, as well as to project partners. It also included conducting group interviews with individuals from various target groups. The IKF analyzed the collected data and formulated recommendations for the continuation and implementation of the StoP project in Austria in a final report.

The following outcomes were assessed as part of the evaluation: Awareness of violence (such as recognizing domestic violence and reflecting on stereotypes and prejudices), Civic courage (such as intervening in cases of domestic violence and supporting victims), and the Impact on organizing or participating in activities related to intimate partner violence (such as distributing flyers, setting up information booths, and contributing to public outreach).

The results paint a clear picture. Across Austria, StoP programs demonstrate a statistically significant increase in the examined impact dimensions, regardless of the program's specific focus or target group. Participants report greater awareness of violence, increased competence, and the moral courage to respond to cases of intimate partner violence. They also demonstrate a heightened commitment to combating intimate partner violence. Given StoP's proven effectiveness, it is recommended that StoP programs continue and expand throughout Austria.
